Goods Vehicles - The Law

An operator licence is a legal requirement for businesses using goods vehicles over a certain weight for commercial purposes (3.5 tonnes for UK and 2.5 tonnes for EU). It is against the law to use a goods vehicle for hire and reward without the required Operators licence.

Types of Goods Vehicle Operator Licences

Restricted Licence: Ideal for businesses transporting their own goods. This licence allows you to carry your own goods in the course of your trade or business. No Transport Manager required.
Standard National Licence: Allows you to transport your own goods and goods for hire or reward within Great Britain. Suitable for businesses that provide transport services to other companies. A Transport Manager is required.
Standard International Licence: Required if your operations involve transporting goods across international borders within the EU or beyond. This licence covers both national and international transport. A Transport Manager is required.

Obligations of an Operator Licence Holder

1. Be fit to hold a licence, free from relevant convictions or issues like driving offences or financial problems.
2. Maintain sufficient financial resources to cover vehicle operating costs, including fuel, maintenance and insurance.
3. Ensure proper facilities for vehicle maintenance and storage.
4. Advertise your operating centres with a notice indicating your licensed status.
5. Comply with environmental standards regarding emissions and noise.
6. Agree to specific undertakings and conditions upon applying for the licence.

General obligations include:
