Operator Licence Compliance Audits

Be proactive — not reactive

Have you been asked to arrange an audit of your transport operation by the Transport Regulation Unit (TRU) in Northern Ireland or a Traffic Commissioner in Great Britain?

If so, LTS Europe can provide an independent, structured review of the systems, processes and management controls supporting your Operator Licence by properly qualified Transport Consultants throughout Northern Ireland or Great Britain..

However, you don't need to wait until a regulator asks.

A periodic Transport Compliance Audit can help identify weaknesses, compliance gaps and areas requiring improvement before they become more serious problems. Taking a proactive approach provides Directors and those responsible for the Operator Licence with greater assurance that the systems they rely upon are actually working in practice.

“But we're not a haulage company…”

This is a significant misconception, which we hear frequently, particularly amongst businesses operating vehicles under a Restricted Operator Licence.

Your core business might be construction, manufacturing, engineering, retail, utilities, waste management or something entirely unrelated to road haulage.

That does not make transport compliance optional.

If your business operates vehicles under an Operator Licence, the fact that transport is an ancillary activity rather than your primary business does not remove the responsibilities and undertakings associated with that licence.

Restricted Operators can sometimes fall into the trap of thinking:

“We're not a haulage company — we only use the lorries to support our main business.”

But those vehicles still need to be operated safely and compliantly.

This is precisely why independent compliance reviews can be particularly valuable for Restricted Operators. Where transport isn't the organisation's principal activity, compliance responsibilities can become dispersed between Directors, Operations, Fleet, HR, Health & Safety and drivers — with everyone assuming somebody else has it covered.

Don't wait until something goes wrong

A regulatory intervention, roadside encounter, maintenance problem, drivers' hours issue or other incident is not the ideal time to discover that a system you believed was working wasn't being properly monitored.

Being proactive rather than reactive means periodically stepping back and asking:

  • Are our systems actually working?

  • Are responsibilities clearly understood?

  • Are problems being identified and acted upon?

  • Can we evidence what we're doing?

  • And would our arrangements withstand independent scrutiny?

Our Transport Compliance Audits are designed to help answer those questions.

What can we review?

Depending on the scope of your operation, our Transport Consultants can consider Operator Licence undertakings and responsibilities, vehicle maintenance and safety inspections, daily walkaround checks and defect reporting, drivers' hours and tachograph management, infringement management, driver licencing and competence, record keeping, management oversight, policies and procedures, corrective action and evidence of continuous improvement.

We don't approach compliance as simply a tick-box exercise. Having a policy, spreadsheet, fleet-management system or Transport Manager does not, by itself, demonstrate that effective management controls are operating.

We take a holistic view of how the different parts of your transport operation work together and whether there is appropriate evidence that issues are being identified, communicated, challenged, acted upon and improved.

Independent assurance before somebody else asks the questions

Whether you've been asked to undertake an audit by the regulator, have concerns about particular areas of your operation, or simply want independent assurance that your systems remain effective, LTS Europe can help.

Don't wait for a compliance problem to tell you where the gaps are.

Be proactive. Identify the gaps. Strengthen your systems. Evidence your compliance.
